HELP!! Skilled Visa (189) and WHV

Hi,

I have decided I want to live and work in Oz following 2 months travelling around.

I am eligible for a Skilled Visa (189) but I would like to go there on a WHV to get my bearings etc. Can you apply for a Skilled Visa whilst skill there on a WHV or do I need to apply for a Skilled Visa whilst still in the UK.

Any help greatly apprecated.
