How Long does one need to be married before....

How Long does one need to be married before applying for a Australian immigration under the Skilled Worker Class Independant ?

Also, incase the husband is a Indian passport holder and wife is a EU passport holder..Are they supposed to apply from both the countries or they can choose any one country to apply together ?
