Visa for subclass 175 PR

Dear members,

My brother had applied for PR under subclass 175 in 2008 and his case is now allocated to CO. He has done his PCC and medical etc. I have got following questions
1. Will the job verification happens before granting of visa?
2. Does he have to appear for an visa interview?
