From 28 October 2013, applicants in both categories will be required to pass the Life in the UK Test and to hold a B1 (intermediate) level English language speaking and listening qualification. This change will strengthen the citizenship process, replacing the current system which requires applicants to sit either the life in the UK test or show language progression from one English for Speakers of Other Languages (ESOL) level to the next, but not both.
I believe the reason is they huge amount of applications in pending. The reason you haven't received your approval is because you applied in October! UK Immigration 101- never apply in a month when there are new rules! Due to the new laws on 28thOct, there was a massive surge of applications which resulted in a backlog. So your application along with SET(O&LR), SET (F&M) are all piled up in one room with no one touching it. On the other hand, January applicants have their applications nice and fresh into a new room which isn't back logged. Hence why their application is getting approved quicker!
