15 hours free childcare eligibility question

Hi folks,
This may had been asked previously by other members. But not sure what the answer is.

Is the 15 hours free childcare for 3 years old is only available for British citizens?
Is this counted as public fund?

Its paid in the name of the settled parent or carer of the child and not the child. So if one spouse is British they can apply.

I don't think 15 hour free child care for 3 year falls under the public fund criteria.
My understanding is that, 15 hour child care falls under the early education criteria.
For which, every child is eligible.

However, the 30 hour free child care falls under the public fund and thus 1 of the parent needs to be a citizen or on ilr or avail the same.

Senior members may please confirm the same.

That's even my understanding but not 100% sure of it.
Please help, as the childcare.uk site only suggest based on the salary of both parents not taken only consideration the visa/settled status.
Swift response and experience from other visa holders members with toddlers going nursery school will be highly appreciated

For all who might be looking for the answer of the question I raised, I got the confirmation myself (contacted the family centre of the Local council)

Every three year old, the term after they are three, is entitled to the Universal 15 hours free education.There is no eligibility criteria, even if the family does not have recourse to public funds, the child is still entitled.

Hope this helps to everyone who are in a similar situation like me.
