Application for PR certificate - CSI/EHIC & bank questions

Hi all,

I hope you are well.

I have started looking into the process of applying for a permanent residency certificate recently and I have a couple of questions.

I am EEA national who moved to the UK in Sept 2010 to do a MSc. I finished my degree in 1 year and have stayed in the UK since then (job seeker for 6 months and full time employee after that). My questions are regarding proving my self-sufficiency when I was at uni as I want to apply before Sept 2016:

1. I did not have a EHIC card from my country and/or private health insurance policy back then, but have an EHIC card now. I did not use any public health and/or social services when I was a student. Would HO count my 1 year education towards the top line 5 years necessary for permanent residency certificate?

2. The bank accounts I was using back at my uni days were closed and I can not produce itemised bank statements to prove my financial self-sufficiency at the time. Is there an alternative to that? I was not working when I was doing my degree.

1) Did you have a RC issued to you as a student :?:
If so a transitional arrangement lets you off the hook for CSI.

Otherwise (without CSI/EHIC/student RC) your PR clock will not have been running at the time.

Not using NHS at the time doesn't really help.

2) Not sure. Solving #1 is more important though.

:idea: Longshot: have you had an EEA national (parent) in UK & exercising treaty rights as a qualified person continuously for 5 years?

if so you may have acquired PR as a direct family member/dependent - with them as your sponsor.
If aged over 21 you would have to show financial dependency (although not necessary to have resided with them).

Unfortunately, I do not have any family members in the UK. I am not familiar with the term student RC. Are you referring to BRP?

After uni, it took me a couple of months to sign up for job seekers allowance. I was actively looking, but did not bother signing up for JSA. I am not sure how many 5 year old emails I can dig out to prove that I had been a job seeker during those two months. How many do you think would be adequate - 2-3 applications/month? Is there an alternative form of proof that I can produce for those two months? I would like to do the application as quickly as possible.

RC is 'residence card' for non-EEA nationals or 'residence certificate' for EEA nationals.
RC now being issued in BRP format.

It's unfortunate if no CSI/EHIC/RC (/sponsor) as your PR clock will have stopped during the student period of your life.

You will need good evidence for every category of qualified person that you have been whilst in UK.
Obviously you can only provide what you've got & hope its good enough.
So letters, emails, travel expense claims for interviews (etc), job offer letters & etc.

No, I am afraid I was not issued an RC.

It looks like I will need to wait till Nov/Dec to avoid wasting my time.
