calling home office/european enquiries centre from skype?

hi everybody! silly question maybe but
today i have tried calling home office/european enquiries center from skype to no avail. strangely it just says number not recognized although i have tried calling before. anyone tried that? i needed some info on applying etc...we have no home line here. and it is too expensive to call from the mobile as i have no contract just pay as you go.
