eea regulation amendment... help me clarify it

I heard abt the new amendments... i am planning to apply for family permit this month. my husband is a Hungarian citizen working in London for 7 yrs. we got married last 2007. i got refused once of the eea fp. now, i plan to reapply for eea fp. is the amendment affecting my application?

need advice here.
