Lithuanian Permanent Residence Permit and work in UK

Hi Members,
My friend holds Lithuanian permanent residence permit (not passport). Can he come and live+work in UK by using his Lithuanian permanent residence permit. His passport is non-European passport.
Your advice will be much appreciated.

Lithuanian PR is good (and confirms status) in Lithuania.

Unless he/She gets a Lithuanian passport? which is a long struggle of 10 years i assume and the lingo exams on top?
