Permanent Residence Card - Processing Time 2017

Post by Linaco » Tue Jan 10, 2017 11:57 am

Hi everyone,

I've recently applied online for EEA PR as EEA national 'qualified person' - worker route. I wanted to share my timeline:

Application submitted - 05/01/2017
Email confirmation with case ID received - 06/01/2017
Documents posted - 06/01/2017
Documents received - 09/01/2017

I did not use the European passport return service, just sent my passport.

I read the thread 'Permanent Residence Card Processing Time 2016' but found only one person who shared their online application timeline. Since we are already in 2017, I decided to create a new thread for this year. I would be interested to hear from others who also applied online. Thank you

I thought about this when I was sending the application. There is no place to sign, so I did not sign anywhere. However I've also submitted a cover letter to explain the documents I am submitting, and I signed it.

Would be nice to hear from someone who actually received the card to confirm what they did. Thank you

Copy/pasting timeline, the DCPR thread seems a bit quiet:

Thought you guys need more online application timelines, I'm a dual national of Australia and Malta, living here via my treaty rights as worker, also married to a Brit (But irrelevant for EEA (PR).

Online form submitted: 12/12/2016
Payment taken: 12/12/2016
Email confirmation of application received: 13/12/2016
Documents sent via Passport Return Service: 13/12/2016
Documents arrived at Liverpool HO: 14/12/2016
DCPR received: Waiting
DCPR dated: Waiting

Application is pretty straightforward. Lived in UK since 2004, never been unemployed, never claimed benefits, brief stint of self employment (but not inclusive of the 5 year period I want them to focus on).

In addition to the council approved current passport copies, I sent:

Old expired passports from Australia and Malta

EEA QP document (which I applied for accidentally instead of PR last year - d'oh!)

All my P60s, P45s, all Council Tax Bills

Letters from employers where I could get them (in one case the business closed down years ago and my employer passed away)

2 to 3 payslips from each of the relevant 5 years of employment

NIC summary from HMRC for all the years I've been living in the UK

Utility bills with a few bank statements and NHS letters to back up proof of address.

Thrown in a couple of self assessments from my self-employment days, though those are outside the 5 year period, so probably not needed.

My citizenship application should be easier than this!

Hey - just thought I'd share my timeline as it was insanely fast! French citizen who grew up in UK and have lived here for nearly 19 years. I submitted my application on 5 December 2016 and received my DCPR on 11 January 2017 (it was signed 4 January 2017) so all in all it took just over 3 weeks (considering that there was about a week and a half off over the Christmas period).

Application Sent: 5 Dec 2016
Application Received: 6 Dec 2016
Payment taken: 7 Dec 2016
Confirmation email by HO: 16 Dec 2016
Passports requested back: -
Passports received: 11 Jan 2017
PR Date: 4 Jan 2017
PR Received: 11 Jan 2017

Unfortunately when I was a student I didn't have private health insurance so HO deems that I acquired permanent residence in September last year  But that's okay because 12 months from that date is 7 months away which gives me time to save for the citizenship application fee.

How can it be so fast muksha? Did you use the online or the paper form?

I must have done something wrong - applied on the 22nd of Nov and still haven't received a confirmation e-mail from the HO. :/

Hi Naxxan,

I'm not sure why it was so quick. But having looked at and judging from other people's timelines it seems my timeline was more of an exception. I did the paper form since I had already filled it out a couple of months ago before they had the online option and it was just sitting at home.

As for you not receiving a confirmation letter: have they at least taken payment yet? It seems some people receive a confirmation letter within days but I've seen others waited a whole month while some never received one at all!

I applied online too. EEA PR. Moved to the UK in 2007, then spent over a year in Singapore (2009/2010) before returning in Oct 2010. Sent all my travel history since 2007, bank statements for the past 5 years, cover letter explaining everything, P60s + payslips, certificate of incorporation of my 2 companies. Activity explained in the form, including the gap in Singapore.

Application submitted and paid - 03/01/2017
Email confirmation with case ID received - 04/01/2017
Documents posted - 06/01/2017 (Friday)
Documents received - 09/01/2017 (Monday)
Waiting...

Hey Fitfam,

So...my first attempt to get a DCPR took place in late June and for some reason HO couldn't withdraw the fee from my account so my entire application was sent back to me in August (I think) with a letter asking me to resend my application and provide another method of payment. I was going to be travelling out of the country in September and November so I waited until I knew I wouldn't need my passport for a while to send the application again in early December (hence why I mentioned in my previous post that I sent a paper application because I already had one filled in lying around my house). So yeah, my application from sending it to getting back a decision took about a month. I hope that answers your question :)

Hi, from what I've seen in these timeline threads, I'm starting to think that A2 nationals - Romanian and Bulgarian - get their DCPR much faster than others, because the applications are processed by a separate team.

Prior to 2014 A2 nationals were restricted to work in the UK even though they were part of EU. Because of that, applications were being processed by a dedicated A2 team. Now, when we apply to get PR status acknowledged - we need to show that prior to 2014 we were indeed authorized to work in the UK, so the caseworkers working on A2 nationals applications most likely are drawn from the same (separate) team. Also, a lot of the A2 nationals already a blue registration certificate or a yellow card, so they were already in HO's databases. Also, it might be that there aren't that many A2 nationals applying for PR and the workload of that 'special' team is lighter.

Please add your country of origin (or at least mention it's an A2 or A8 country) when posting timeline. It would be interesting to see if my theory holds water.

Thanks.

Thank you twgal. I've applied online as a Romanian citizen and already have the blue card. My timeline has not changed, but I've copied and pasted here again:

Documents posted - 06/01/2017 (Friday)

I really hope your theory holds up!

Hi Naxxan,

Just wanted to report a similar timeline to yours.

My partner applied for EEA(PR) through the new online application form on 26th Novermber 2016. The payment was taken after a few days. We submited the documents within 10 working days, but have not recieved yet any confirmation letter or email from the HO.

My wife sent her documents to Durham for a PR application on 22/11/16 and I can see from the signature on the Royal Mail tracking website that they were apparently received on 23/11/16.

Since then she has heard nothing; no acknowledgement and no fee taken. We are starting to get a bit concerned. She needs her passport back soon as well, really.

How can we contact them to see what is happening and chase the return of the passport?

J
