Question about EEA4

If PR is granted by EEA4, is it still necessary to spend more than 6 months in UK to keep residency? I mean, does the same rule of the first 5 years apply for the following 10 years?
Also, what comes after EEA4? (non-EU citizen is not planning to apply to British Citizenship because his nationality does not allow dual nationalities)
