You cannot bring your non eu wife, whether or not you earn 18,600 until you have secured PR.

Once you secured PR, you will need to earn 18600 to qualify.

No. However, she will have to show that she intends to leave the UK at the end of her visit.

One more question. Is she need tell to embassy that she is going to visit me as a husband or she needs to tell them that she is going as tourist.

She needs to tell the truth.

She needs to tell the truth.
Which would the application tricky as she would have incentive to overstay her visa (at least in the eyes of the immigration officer).

Tricky is preferable to getting nailed for deliberate deception. If the wife is able to show a strong incentive to return, albeit temporarily to her home country, by way of strong ties then the application should be successful.

Totally agree.

I didn't imply that you should not tell the truth. Just that it is not a simple application as it might seem.
