Ancestry Visas and Appenticeships

My son (19) is an Australian Citizens and is entitled to an Ancestry Visa, which we are in the process of getting. Is he eligible for Appenticeships, or does the fact that he has no access to public funds exclude him for acquiring skill and employment in this way.

Work is permitted.
And an apprenticeship is not a public fund.
