RLMT and switching tier 2 dependent to tier 2 gen

Hi,

I am holding tier 2 ict short term partner visa and it is expires on feb'15. Currently i am working in a uk based company and they just got tier 2 General licence (A rating).

My questions are:

1. My employer has to do RLMT?
2. What is difference between restricted COS and unrestricted COS?
3. How many years can i get sponsorship?
4.No cooling period is required for my wife if i get VISA. Is it correct?
5.I am having sufficient fund in my home country bank account but no transaction in past 6 months.Is it make any problem when i apply for visa ?
