Schengen Visa

Hi,

I am Italia, my husband is Nigerian with a valid residence card as a family member of Union CItizen issued by Uk. We have to travel to Italy for Christmas, so, even if I know my husband cn travel without visa if he will travel with me, we went to the Italian consulate to apply for a Schengen Visa. The lady at the consulate told us that they can't give Schengen visa to my husband as he will travel with me, so he doesn't need. He could only apply for a tourist visa.

Are they right or just lazy?

They meant that he needed bank statement, insurance and other stuff for the visa...
