Urgent advice needed on eu spouce application

I am going to apply for eu spouce visa from pakistan for france under eu directive 2004/38/ec
I plan to settle in france permanently but it has to be a short stay application
Should I mention my intend to settle or not?
Which will be more helpful ?
I need a quick suggestion from someone who knows this stuff. Thanks in advance
