Visit visa for Netherlands

Hello,

I have a dependant type D Multiple entry visa (valid until January 2018) for Belgium which i cannot use until August 2017. This is because i have a Tier 2 General visa in UK until July 2017 and i cannot have residency in UK and also in Belgium.

I have a friends wedding in Amsterdam in May2017. Is it possible for me to get a schenegen visa (Type C) for Netherlands or would that be rejected because of my Type D visa?

How can i not register in Belgium until August 2017 and keep my dependant Belgium visa, keep my Tier 2 UK visa until July 2017 and also attend the wedding in Netherlands in May?

Please help.
