Can my mother travel to the UK without a visa

Hi All

I am trying to find the best way for my mother to travel to the UK for a 1month holiday.
I have an EU passport, but she has a South African passport. My father, now deceased, also had an EU passport.
Is my mother able to get some kind of EEA family permit or is her only option to get a British visa?

Is she dependant on you financially?
