uk family visitor visa

My brother would like to visit here on a family visitor visa and he lives/works in UAE and has India Indian passport. His Residence UAE visa expires in Nov. I am wondering can he apply for a visitor visa now or he needs to have atleast six months UAE residence visa on his passport.

the family visitor visa has been replaced by the general visitor visa, see:

The entry clearance officer's main task is to decide whether the visitor has strong ties to his country of residence and is likely to return there.

Because of this it would be advisable for your brother to extend his UAE residence permit (if he intends to stay in the UAE) and only apply for the visitor visa after he obtained the extension.
