What evidence of ties to home can teenage visitors provide?

My husband and I have invited his sons to visit us in the UK for a 3 week holiday from Zimbabwe where they live with their mother. They have been refused as they have not shown sufficient ties to home to convince the ECO that they will leave the UK after their trip.

They have already provided letters from their schools detailing their enrolment, attendance and forthcoming Easter school holiday dates, which tie in with the planned trip.

The ECO was satisfied with our means as sponsors and that the boys have their mother's permission to visit UK for a short holiday.

The boys are only 12 and 16 so do not have bank deposits, jobs or property to prove their ties to home - what other evidence could they possibly provide??
