does income threshold apply for PBS dep

hi all ,
just a quick question ,
if i apply FLR(M) for my wife,
do i have to show £18600 income,
she is already on PBS dependant , did two previous extension , first as tier4 dep and then tier 1 dep, living in uk since oct 2009
i am bit confuse as i ask one of solicitor and he said i have to provide evidence of 18600 in order to apply for her flr(m),
where as i was thinking she comes under transitional arrangement, and i dont have to show 18600 earning,
can any one plz elaborate on this in the light of ukba immigration rules and if any one could plz share there experince or success story with similar criteria.
