SETTLEMENT (VAF4A) - Help needed in applying

Dear friends,
Has any one applied for SETTLEMENT (VAF4A) from Hyderabad, India.
Could you please share your experiences?
I am applying for my wife, and children. Do we need to apply through agents like y-axis etc Please suggest.
