Visa/settlement for spouse Visa

Hi Every one!
Please help to find a correct decision or way to apply visa or settlement for my spouse.
My wife is living with in UK from 2008 April under my FLRS, (visas to join spouse C/P),for three years. Than we both switched in to tier 1 general on April 2011 and she got tier 1G dependent. Than we extended on 2013 April and she is on same till April 2016.

In 2014 January I applied for ILR on long resident and got that on May 2014. We got two 2 kids and their both now British citizen.
Now I got confusion about my spouse visa or settlement according the law changed. I called many times to UKVI during last two weeks and they also confusing me. Some of them said (3) I can go for Set o and some of them said to go for FLRM.(2) Please can anyone to guide me the whole process regarding this matter.

Tier 1. Wife dependent Visa.

Hi! Amber/Viny or any other senior members.

Can you please advise me on the matter of following according to your knowledge!

If a PBS dependent applied and granted leave (t1-G) before 9 July 2012 and has completed 2 yrs qualifying period and still on her end of 5 yrs on same PBS leave. (Hope the old rule will still apply)

But the main PBS applicant gained settlement on the basis of 10 yrs Long residence rule in May 2014.

Is that dependent is eligible to apply ILR as PBS dependent on SET (O) ?
Confused. UKVI says Yes. But can't find on Appendix FM or anywhere.
