In current rules, there is no maintenance funds requirement for ILR.

It depends under what category you are applying. The requirement is different for HSMP(JR), HSMP etc.

You can apply 28 days before the 5th anniversary of your HSMP visa start date.

As I mentioned earlier, you don't need any maintenance for your ILR. All you need is 12 months bank statements. Have you actually read the ILR form ? I would suggest you to first read the SET(O) form as it clearly explains the points needed for your application.

Also if you applied for Tier-1 yourself, most of the ILR stuff is pretty much the same and you should already have the idea about point assessment part of your application.

You do not need to show maintenance funds for either main applicant or dependant when applying for ILR.
Goodluck.
