Which date to apply ILR on?

I think my assumption is correct but just wanted to have it cross checked with experts here. My initial Tier 1 was valid from 1-Sep-2010 and I entered UK on 5-Sep-2010 (5 days delay). I extended my Tier 1 twice (2nd extension wasn't strictly required but I covered for any eventuality) and my current visa is due to expire in Feb-2018.

Can I use 90 days concession clause and go for my ILR application at PEO 28 days prior to 1st Sep, i.e. on 4th Aug '2015?

Yes, you can apply no sooner than within 28 days before your entry clearance start date.
