Who is the addressee for supporting letters

Hello members could you please advise on who will be the addressee on any supporting/cover letter for ILR application (I'm planning to go in-person at croydon). Or shall I do everything "TOWHOM IT MAY CONCERN"?

In the cover letter just mention the PEO office address and rest of other letters may have with 'TOWHOM IT MAY CONCERN".
