7 Yrs waiting period to reApply Non-eu Spouse Visa

hello forum,
I just found out this very shocking issue rises recently about waiting 7 years time even after successful divorce-retention & getting 10yrs Permanent Stamp4eu-fam to re-apply for a new non-eu spouse visa.

case 01: Does it go to any non-eu who holds a 10 years permanent Stamp4 eu-fam card after successful legal divorce with eu-spouse and approved retention procedures.

case 02:Does it apply to any non-eu national who recently got naturalized but his/her 5 years residency for naturalization was based on case 01 stated above.

in both cases embassy gonna refuse new non-eu spouse visa if submitted before 7 years elapsed? wow!
How they count 7 years, from what date to what, no idea.
very confused about this matter.
anybody knows about it please tell us or
anyone who went through this same situations, please reply and share your experience with us, that would be a great help.
