Civil Partnership with an Irish National

Hi guys,

I would really appreciate if you could help me out with something.

I have a friend who is in a civil partnership with an Irish National and they've been together for 3 years already. However, the relationship is not working out any more and the guy doesn't want to help him applying for naturalisation.

From what I know is that if you are married to an EU you can apply for Stamp 5, but how does it work in this case, since he is with an Irish and not EU?

Would he be able to apply for Stamp 5 as well or what are his options?
