EEA family permit for dependent father and brother

Hi All
I am a British national and send my father money every month. My brother (age 42) is also dependent on the money I send to my father (age 66) however, I do not send money separately to my brother. I would like to know if my father and brother are in the UK on visitor visa, can I then exercise my treaty rights to take both of them to Ireland as my dependent relatives where they can live with me permanently. I would really appreciate any help and guidance in this regard.

your father can get the visa for ireland as eufam member but your brother very difficult, as he is in his forties, have seen few cases of rejection, to difficult to prove dependency.

o no , then how can i bring my brother too ? please any ideas ...
