entry clerance refused

Hi all..

Wondering if any one can help me

My brother who is a non eu/eea applied for a uk visit visa and on two occasions he has been refused.. the second refusal was that he overstayed more than 6 months on his 2yr visit visa when he last came to Uk.. not sure how they found out as his passport wasn't stamped when he went back home.
Now he has been told he cannot reapply till after one year.
Am a british citizen and i intend to relocate to Ireland soon to use SS route to apply for partner.. now my concern is if i apply for my brother as a dependent to join me in Ireland will the refusal from UK be a hindrance...

Please reply as I need help on this.

uk and Ireland share visa information . that's how they know about his previous immigration history in uk. better to be honest in future application.
You may have to fight a battle more than once to win it.
