Marriage affidavit

My spouse will soon apply for Irish naturalization based on the Spouse of Irish (naturalization). I have a couple of questions
- Who can certify the Marriage affidavit, only the solicitor or peace commissioner can do it ?
- Does my wife need to be here 3 years after my naturalization or just need to reside in Ireland for 3 years ?
- Can I act as one of the three Irish references for my wife ?
