New application form for irish citizen child

Hi all.
I have a status based on zambrano here in ireland.
From the 1st october new application form went
In force which allows the applicants fill it out and send it to the immigration office.
I have a question: is this application form for new applicants or it can be used by renewal purposes as well?
Anyway,is this application form for me or this is
only for new applicants?

It applies to new applicant.

Hi. Does this apply to people who already have immigration status and are on a workpermit? Or is GNIB still upgrading stamps over the counter?
