Temporary Pass?

My husband and I are currently in England together. He's from England and I'm from Canada. We're planning on making a permanent move into Ireland in January once my visit is up here. I just have a few different questions regarding my rights as the spouse of a UK citizen. I know I have to fill out the EU1 form, but do I do that while I'm in Ireland or before I go? And I'm aware that there is a longer waiting period now, but does that mean I have to wait longer to be able to work as well?
