Chinese citizens are not allowed dual citizenship unless they give up one for the other. In this case, it's either the child gives up his/her Chinese citizenship to become an Irish citizen based on the mother's or alternatively, they'll have to get on the child's Chinese passport a permanent residency stamp 4 visa.
