Garda (GNIB) Powers to refused

HI Moderators, Gurus

Could you please tell me what powers Garda (GNIB) or local Immigration officer have to refused endorse / issue resident card under immigration rules ?

especially in my case, where non-eu dependant parents application approved, but local immigration officer refused to grant EU4Fam.

i cannot find anything on GNIB or INIS website.
