Any New Rules for Entrepreneur visa, April 2014 ?

Hi,

I applied On Jan 2014,
Acknowledge, biometric + 8 weeks letter,
If i got decision on or after April 2014, does it affect my appeal right ? ......
any new changes affecting visas please share .....

not yet , as usual 8 weeks letter saying we will give decision by may 16
