counter signatory for passport

Hi guys,

I got MN1 Certificate of my 14 month old son and soon applying for his passport.

His Health visitor signed his form as a counter-signatory but in form he mentioned that he knows me from one and half year and i signed form on behalf of my son.

Will HMPO accept the application or they are strict on 2 year rule of counter signatory should know the person?
