PSW visa for Post graduate certificate

I hav studied in uk 2 years and i was awarded post graduate certificate Feb. 2014.

I'd like to apply PSW visa, would it be possible now?
i heard that psw visa was finished in 2012, but because of new policy, it released again in april 2014.
is it true and can i apply that visa?

Not possible because

a) PSW is closed and is not re-opening
b) a Post-graduate certificate was not an eligible for PSW anyway.
