Hello Experts!!

My brother is a Pakistani, the father of 5 American children. His wife is an American living in the USA. He along with my children have been living in Pakistan for 8 years. All his children are under 18. Now his children want to move to the USA. He can’t send them alone to the USA as one of child is under 10. Could you please let me know what category should he apply to accompany them visa of USA.
