applying for 3 month eu family permit in ireland

we are applying for 3 month eu family permit in ireland.Does anyone know if u have to be working for a certain length of time before you can apply for ur non-eu spouse to join u, and dose the a bad UK immigration history effect me to get the 3 month visiting visa ? please help.. thank you
