Tier 4 Dependent working rights

Hi,

I have got admission in PhD here in one university in wales. Course level is QCF / NQF level 8. I got Tier 4 Visa for 4.5 years in Nov 2013. My wife got dependant visa and on her visa its written ""No wok or resource to public fund". Which means she is not allowed to work.

According to PBS Dependant Policy guidance 07/2014 General applicant course duration is more than 12 months then dependent will get working rights. Please guide me on this case.

If you have applied from within the UK then why now return the biometric residence permits to the address provided explaining the mistake? Even if you have applied from overseas, you can contact UKVI regarding this.
