Judicial Review

My Tier 4 general extension as refused by the H.O in 2012.
I did not get a good advice from the solicitor used.
In 2014, I applied again revisiting the H.O decision as not
being fair and that the case needs to re-open.
They again refused based on the same previous decision.

I applied for myself and 4 dependants,and according to H.O.
they could not get the application fee for one of my dependants
because I might have made a mistake in writing bank details.
I know it is not true and now want to challenge H.O through
Judicial Review based on my latest application.

Do I qualify for JR at this stage?
Please advice.

You can JR as and when you want. Wither the court allows you to proceed is a different matter.
In regards payments of visa fees. Can you evidence to a high degree of certainty that the funds were available at and around the application was made?
Thereafter can you now show you have the funds now and will maintain the funds from this point on.
If all the above is yes then you have a possibility of success with JR.
