Need clarification on employing people with ILR

The policy guidance says : " Settled in the UK within the meaning of the Immigration Act 1971, as amended by the Immigration and Asylum Act 1999, and the Nationality, Immigration and Asylum Act 2002."

Does this means that I can employ anyone with settlement visa or Indefinite Leave to remain.

Please help me with this as this is the only thing I am struggling with.
So verily, with every difficulty, there is relief.

Settled for the purpose of immigration and nationality means to have permanent residence or ILR/ILE.
