Free school meals and public funds

Hi,
I am a Tier 1(General) visa holder. My son (4 year old) is starting primary school (Reception) in september 2014. His state funded school have offered free school meals for all kids in their class (offered by Government/council, see link here https://www.walthamforest.gov.uk/Pages/ ... meals.aspx). As per the link all kids in school (state funded) in Reception, Year 1 and 2 in England will get free school meals.

School have asked me to fill up a form to apply for the free school meals. Is this included in public funds in UK? According to my visa restrictions I do not have recourse to public funds. Please confirm if free school meals are public funds in this case.

Please note that we are not applying for free school meals based on income.
