EU 1 Family Card, MUST residing in EEA prior to the arrival?

Hi, All

I have reading some threads from this link: http://eumovement.wordpress.com/eu-coun ... o-ireland/

Now I am getting worried about my application, I submitted my EU 1 Family Residence card few days ago, I don't know if below policy has been changed or not?

"non-EEA family members must be residing in an another EEA state prior to the arrival to Ireland"

From the link above, I found two ppl have been refused to issue a card due to this ridiculous reason.

I arrived in Ireland on Stamp 2 student visa in 2012, I have never resided in any EEA state before arrival to Ireland, but I married to my EU same sex partner in Sep 2014,

We submitted our civil partnership certificate issued in Dublin, and proof of living together for more than half a year since Jan 2014, and my partner's contract of being employed in Ireland since 2011, and his two recent payslips and most P60 as required on the application form, plus all the other documents they required, and I am still legally staying in Ireland under my jurisdiction of stamp 2 student visa.

I don't know my result yet, but worried about getting refused because not staying in another EEA state prior to the arrival, can anyone share some experience or giving some advice?

The law was changed 6 or 7 years ago.
There are no other preconditions than mentioned on the inis page.

Don't worry about this law, This has changed in 2008.
