Academic Progress Confusion

If I end up getting withdrawn from my program (due to failing one module) after my first year of study... am I able to apply for a new tier 4 visa with another sponsor?
I'd be applying for the same program just at a different university (however, it is a two year accelerated program instead of the 3 years).

Does academic progression still need to be proven if I didn't actually complete my course?

Best to have progression and attendance letters. Even partly completed/passed certificates also can be shown as your progression.
