Switching ICT Short Term Staff Dependent to Tier 4 Student

Hi

My spouse is on a ICT Short Term Staff Dependent Visa in UK which expires in march 2015. She would like to do a course in UK. Can she switch from ICT ST dependent to Tier 4 Student Visa in UK ? If not can she switch it from the home the country ?

Also if she switch from the home country on Tier 4 student and while I remain in UK on ICT Short Term visa, Can I switch as dependent to her Tier 4 student Visa in UK?

An early response is higly appreciated.
