I see new rules of tier 1 general guide have:

2) With effect from 6 April 2015, Tier 1 (General) will close and applications to extend leave will no
longer be accepted. Applicants who are currently in the UK and who wish to apply to extend their stay
must submit an application on or before 5 April 2015.
3) With effect from 6 April 2018, applications for indefinite leave to remain will no longer be
accepted in the Tier 1 (General) category. Applicants who are currently in the UK and who wish to
apply for indefinite leave to remain must submit an application on or before 5 April 2018.

My wife got dependent visa in Jan 2014, if she extended her visa next Feb together with me, she can not have 5 years by Apr 6 2018 when IFR application was closed. What can we do in such case?

also if we have a baby after 5 apr 2015 and both of us have not got IFR by then, what visa can the baby have?

The quoted closure of Tier 1 (General) should not affect dependants.

If child is born in the UK, then child is not required to apply for leave to remain and will be entitled to register as a British citizen immediately after a parent is granted ILR.

so you mean dependent can still extend even after apr 2015 and apply for ILR after Apr 2018?

but if the parant has not got ILR yet, what visa can child have if he/she can not get dependent visa?

If the child is born in the UK, and you have no plans to travel with the child outside of the UK, then the child does not need any visa whatsoever. You can wait until you have acquired ILR, and then register the child as a British Citizen.

If you plan on giving birth to the child outside of the UK, or traveling outside of the UK with the child before you have ILR, then you should still be able to apply for a dependent visa for the child to have leave to enter/remain into the UK.

As far as any of us are aware, the rules regarding Tier 1 dependents are not changing at all. It is simply that this category will be allowed to vanish naturally along with the main visa itself.

many thanks for your explanation! There are so many changes to visa rules and they are hard to fully understand!
