Confused with CoS allocation, please help!!

Hi all,

Could somebody please advice on unrestricted CoS allocation? Basically company received their sponsorship licence in 2013 along with 1 unrestricted CoS, which they gave to a future employee. He then applied for Tier 2 visa but was refused for some other reasons. The following year, 2014, the company has not made any requests for CoS via SMS, so at the moment their licence says there are zero CoS available. They now need to issue a CoS to the same employee no later than February 2015, but from what I understand they can't do so until 5th April 2015, or can they?
They have made a request for CoS allocation increase today via SMS, but are very confused if they entitled to get it before 5th April 2015 or not.

Your help will be very much appreciated!

Request for an unrestricted CoS can be made anytime of the year as the need arises. The sponsor need not wait until Apr 2015 for a new allocation. The allocation (if approved) will be available in SMS within few days to few weeks.
