Replace a lost or stolen travel document: https://www.gov.uk/apply-home-office-travel-document
also see the link for replacement BRP: https://www.gov.uk/replace-brp

no info about loosing it abroad
I went to british consulate and they can't help me.
They only deal with british passports not travel documents.

Then why is there a section:

Replace your BRP if you’re outside the UK

You can’t apply for a new BRP until you’re back in the UK. Instead, you must apply for a ‘replacement BRP visa’ which you can use once to re-enter the UK. A replacement BRP visa costs £72.

You must apply online for a replacement BRP visa in most countries.

You should open a case with the police and get a case reference number as well.

A travel document is your passport. You need to find your own embassy (your country) and ask for a new passport/emergency passport/travel certificate or whatever travel document they can give you on short notice (probably an emergency travel document usually issued in 24 hours). The embassy will most likely be in Ankara, but there may be a consulate in Istanbul. Once you have that you can then apply for a BRP visa as before. A list of documents for entry clearance.

If the HOTD is lost or stolen abroad, the applicant must report this to the nearest British embassy, consulate or high commission. It is not possible to apply for a replacement until the applicant is back in the UK.
